So, I contacted GM and they responded:

Generally, we do not sell our prototypes/concept vehicles. However, occasionally one of these vehicles may be available to select entities with the intent that the vehicle cannot be driven on public roads/highways, titled or have warranty coverage, etc. Unfortunately, we do not have information on which entities have access to these vehicles.
 
GM emptied out there museum a few years ago for extra cash flow. I remember because I wanted to buy the 1996 Impala SS station wagon. "intent that the vehicle cannot be driven on public roads/highways"... BS, while Cali and other states are strict, everyone knows you can take what ever has tires and rolls to Florida and register it at a kit car. So yes, more than likely it is a legit GM build that some executive's friend or family member got for nothing and is trying to sell for a few $$$.
 
I like it! It's the right color and everything. (I'd prefer a turbo but S.C. is fine too)
