timing issue

Its a new engine got it to start, but its to much timing backfires under load. I have restabed the cam sensor plenty of times,once I got it at 12degrees but it ran like crap..so I went up a tooth and its ran better but backfires under load and the timing is at 25degrees..

Any suggestions are appreciated
