To Frame notch or not..wanting to fit a 28X13.5X15 M/T

I am reading as much info as I can on this topic, and I wanted to ask it straight out. I am a novice as to understanding what tire sizes will fit?

I am trying to decide if I should frame notch my car. I am really wanting to run the MT 325/50/15 (28X13.5X15) size tire. This measures 13.1 inches side to side on a 10" rim. Is there anyway possible way I can run this tire and keep it from sticking out the finderlip without frame notching? What offset would it take to achieve such fit without frame notching?

If I did frame notch what offset is needed to install this size tire.

Oh and does anyone know appox how much labor a chassis shop should charge for installing the frame notch - minus materials?

I posted some pics of my frame notch.

previously, in this forum,
I feel max you will fit under the fender with frame notch is 13 in max, I think I posted a pic of a tape measure showing how much room,
not sure on back space for rims, but I wanted everything under the fender, so I made as much room as possible,
