Toilet. Needs the double flush

Label one bathroom as "#1" and the other as "#2"

Let me guess, the one that flushes good is upstairs, and the one that flushes not so good is downstairs. Am I right? If so, then it may be that gravity is helping pull everything down, and that is why the difference.
How to fix???? I would start with raising the water level in the tank, and check the water pressure at that toilet, and check the chain to make sure.......you know, what "they" said.

Line up the tapered ends of the solid parts so they go down first. They are tapered on one end so they don't let the exhaust pipe to slam shut.
