too rich?

when i start the gn up, the exhaust "speckles" the garage floor with black stuff, guess its oil
is that from running rich??? 02s are 800
is this bad?

Mine does it too, and so does most peoples from what I've heard. It's from the condensation that was in the pipe when you shut it down. I've noticed it got worse when I got rid of the cat. converter.

I've had thoughts of drilling small (1/8") weep holes at the low points on my exhaust system - any comments?

That is actually a good idea.....My stock Ford Crown Vic. has holes drilled into both mufflers from the factory to let excess condensation out...It must work because I have over 180,000 miles on the stock exhaust system.....I recently drilled some holes in my Buicks mufflers and it also lets alot of water drip out of them.....
