Torque for Wastegate housing/elbow to Turbo bolts?

I'm putting the TA49 on today and need to know what to torque the elbow to the turbo bolts to (no gasket between them).

There's a reference in the Kirban book that calls for 15 lbs of torque for the elbow to turbo connection.
