TPS question got me puzzled!!!!!!!!!!!!

I hooked up a scanmaster to my car today and my tps was on .30. I set it at .42 and IAC are around 38. I had been driving the car for about almost a year now and tps had to be at .30 the whole time but I never noticed any lost in performance as a matter of fact it seem like it responds better with the tps at.30 than at .42. Why is this? Is there something I'm missing?
 
Your TPS needs to be 4.5v to 4.8v. Once that is in, your off peddle idle should be .42v.

you do not need the tps to go to 4.5- 4.8 i like to set at 4.5 but it really isnt needed
the chip only requires positive rise of tps and that the tps be held over 75% , do the math on 75% of 5.0v and get back to me

getting a value over 4.0 is fine for a chip so long as when you depress the pedal to floor the throttle blade opens fully
