ok guys found out today the TPS sensor is bad
the accelerator cable stretched too far since when I bought the car
I made up the slack and thought thats why the TPS wasnt opening to over 4.40 or so
well it doesnt even now
it goes to about 3.8 max
I have a new one on order already

anyone have any idea of how much this is going to improve the car if any?
lots of people told me its going to help with tuning problems that I have been having

any comments would be helpful

If it is the TPS, and it's only going to 3.8 volts at WOT, it will make a huge difference. I'm pretty sure (going on long term memory) that the ECM doesn't go into Power Enrichment mode until greater than around 4.2v. But did you check the input voltage to the TPS sensor? I think it's supposed to be 5v. If that isn't 5v due to some other problem, that could also cause your symptoms. You could also check the resistance across the sensor. It should go from some high resistance at closed throttle to about 0 ohms at WOT (I would manually rotate the arm on the TPS sensor, not the throttle so you KNOW the TPS sensor is getting full travel.) I had to lengthen the notches on my TPS to be able to adjust it to >4.5v at WOT. So adjustment can be difficult sometimes.

With the TPS set at .42 at idle, it goes 100% TPS at 3.42

Your 4.x is fine, the object it to make sure the butterfly is fully open thou. Lots of cars take a little trimming on the arm to let the butterfly open fully.

The cables, seem to be really long, but that's just the way they are.

Make sure there isn't padding all jammed up behind the carpeting so that the pedal can move as far as possible.
Make sure the butterfly goes full open.
Then have someone step on the gas to verify the throttle moves as it should
Reset idle just as a sanity check,
Then remeasure your WOT TPS voltage.
Doing it right once means that unless something breaks it should then forever be right.
Forever meaning every 6 months when you do a complete visual on the SYSTEM
 
If the cable is too long, put a tie wrap under the gas pedal (around the cable and beneath the termination) to remove the excess slack.
