Like the title says.. While setting my TPS I can get it in the range of .38-.44 easily, but when I go to test WOT voltage it still only shows that same idle voltage. Could it be a bad TPS? I got a 4.2 reading once but I can't get it again.. I'm using a voltmeter and XFI to see the voltage and both are concurrent with each other. TIA

Definitely sounds like a bad sensor. Check to make sure the sensor arm is on the correct side of the throttle shaft and moving with the plate.
