I have a tlink and its saying tps is malfunctioning, reading under 22 at idle. Does this mean its bad?

Should be about .40v or.42v at idle. Make sure the plug is clean & tight. Try resetting the TPS. If no change in volt reading when you adjust it, I would say somethings bad.

Reset at around .45 and its still saying to low voltage. I guess its bad. The car surges at the top end of each gear, would the tps cause this?

What to TL say you're WOT TPS voltage is? Key on, engine off of course.

I could get it to read 4.40 but that made the car idle to fast and it still reads low voltage on the TL.

When you get the TPS set at idle to around .42 volts, then RESET the ECM (orange wire by the battery). That should reset the code, unless there's a hard failure of the TPS (or the circuit to the ECM or the ECM itself).
