tranny not shifting

My trans a new rebuilt. It all of a sudden strated to not shift. If I get up to 3500 it goes from 1st to 2nd. I did a srech and from that it could be a spring in the gover. I took it out and the spring is in there. What next do I check. I have check that the tv cable is working and adjusted.

disconnect tv cable from throttle body and pull it in and out 20 times.start the car up and do it again.now reinstall cable and road test.does it shift?
