Tranny will not downshift

My tranny when hot downshifts only when I come to a slow eg less than 5 mph or dead stop. Is the problem In the TV cable or valve body?

Sounds like the TC solenoid.

Thanks. Replaced TCC and 4th gear pressure switch. Downshifts OK.
