I concur with what Scott said. Your combo will work well with the TA-49 or similar turbo. Cam choice you have is perfect, especially if you change the valve springs, that is if they have high mileage on them. The stock converter will spool it up, however, if you want a tire fryer from a dead stop punch, then a true 3000 stall converter will definitely get the job done right. Anytime you reduce the rotating mass on the flyweel, you will see a significant decrease in spool up time. So going from a stock D5 to say a 9.5" lock up that can stall to 3k, is huge. With regards to cam choice, the only time a serious upgrade in cam size really helps is when you run ported iron heads, or ported aluminum heads with a larger turbo and the right stall converter.
Here are a few combos I have seen over the years that work well.
TA-49 through TE-44 with stock converter up to 3000k stall and stock cam up to 208/208 hyd flat tappet, upgraded IC, downpipe, valve springs on stock heads, downpipe, cat back, basic fuel system (255lph pump, hot wire kit, adj regulator) with 30#-42.5# injectors, and a good scan tool. To me, this combo would be considered a Stage 1 combo as it covers all the basics. Easy high to mid 11's with traction and proper fuel. Some have gone quicker tho.
TA-60 through PT61 with 3000-3200 stall converter and 206/206 up to 212/212 hyd flat tappet, complete fuel system with 42.5# - 50#ers, upgraded intercooler, stock heads with valve springs. Easy low 11's with traction and proper fuel.
PT61 through PT67 with 3200-3500 stall converter and 210/210 up to 218/218 hyd flat tappet, ported iron heads or out of box aluminum or ported aluminum heads, t-body, power plate, plenum combo, ported stock intake with EGR tower removed, complete fuel system 50#-65# high Z, good scan tool, IC upgrade and full exhaust system turbo to tip. Low 11's to mid 10's with traction and proper fuel.
After these it's basically a TSM (Turbo Street Modified) style combo.
It's taken the Buick world 20 years to refine these combos through trial and error, and there are literally thousands of them on cars today. Over time, you will start to see the natural progression of a combination. This is why it is so important to try to Plan your work, Work your plan. Cause it's so easy to develope a bad case of Upgradeitis....
