I have a PTS 9X11 with "approx 2800 stall" with stock turbo. I am pulling the engine this weekend to do the billet cap,forged piston, balancing thing. If I get a TA62 will my conv work with it or does it need to be restalled?

It will "work" with the TE62, but you will MUCH happier with 3200+ stall. The 9x11 runs tight when not under power, so why not just step up to 3500? It will only make the turbo happier. It might not make the tires very happy though;).
