When the TT chip says 21- 23 timing is that an estimate or is the setting gear or load specific. The timing adjustments are for WOT 1st/2nd gear and then WOT 3rd / 4th gear. So, is the 21 degrees in 1st/ 2nd @ WOT and the 23 in 3rd/ 4th @ WOT?

It's gear specific. If the chip says 23/21, that means 23* in 1st/2nd gear, then 21* in 3rd/4th gear.
