This is my first turbo so I need all the help I can get. I was reving up the engine and watching the boost gauge and very little was showing. So looking at the turbo from the front of car to the right of the turbo shield I can see some vanes through a small gap, I tried to spin the vanes with a screwdriver and they wont move. Is that normal? The turbo is about 3 years old with about 3,000 miles.

So were do I start?

Turbo will not build boost without a load. Put the car in gear, stand on the brakes and rev it - it should build boost until the tires spin.

DO NOT use a screwdriver on your turbo!!
Take off the hose that runs from the turbo to the intercooler and using your finger spin the impeller blade. It should move freely and not rub the housing.

It should go without saying.... but I'll say it anyway..... do this with the engine NOT running..... :D

Well , I took the innercooler hose off and didn't have enough room to get my finger in there , let alone a screwdriver.HA! So I started taking the unit off and got down to the oiler lines. Then I relized that I could turn the vane from the MAF sensor hose inlet. It spins freely. I'll try brake torqueing after I put it back together. I haven't even driven this car yet because I had to do some brake work to it, go figure, and I'm waiting on my plates. THANKS FOR ALL YOUR ADVISE I APPRECIATE IT! BOB
