Went to the dragstrip Fri. and noticed that my torque converter was not locking up by the end of the 1/4 mile. Is this something that the chip inhibits or should it be locking up? I thought it should be locking up for better times.
It does work since driving on the street down the highway it locks up at 45 mph.

No, it is not programmed to lock at full throttle.

You would have to specifically order the chip that way (assuming you know all the risks involved).

Is 45 MPH the norm for the LU to engage?
does it engage wile in third if the car is in third and going 45MPH plus?
if SO does it stay locked up wile it up shifts into 4th?
While cruising let say 65-75 does moving the throttle slightly (NOT WOT) disengage the LU?
What prevents the ECM from engaging the LU at WOT? TPS?

In 99% of chips out there:
1. Yes
2. No
3. No becuase it only locks in 4th (unless programmed otherwise)
4. takes a little more than slight acceleration to disengage, not much though.
5. Chip programming.

Locking the TCC at WOT is special programming written into the chip by the expertise of the chip guru (Bob Bailey, Eric Marshal, etc.)

As an example the extender chips, which I'm familiar with, use mph to trigger the WOT TCC point.
 
My TT chip will lockup in 3rd while cruising 45+ MPH but I guess it all depends on how your TT chip was programmed.
