TV cable - ratchet mechanism binding?

I'm unable to press in the TV cable's "locking tab" on the ratchet mechanism on the throttle body. Thinking the mechanism may have frozen, I sprayed in some Liquid Wrench aerosol, but no effect. I don't have the strongest hands in the world, but the locking tab won't budge unless I use a small C-clamp to gently depress the tab.

After the cable has been loosened (with help of C-clamp), I remove the clamp and go to rotate the throttle blade wide open, to set the TV cable to the factory setting. The ratchet mechanism won't ratchet, I worry that the cable will break, so I stop.

This doesn't seem normal.
Shouldn't the tab & ratchet mechanism be relatively easy to operate?

If something is in fact wrong, is the ratchet mechanism easily rebuildable, or will I have to get an entire new cable plus ratchet assembly?

However, I am still able to set the TV cable to any desired # of ridges exposed (with aid of C-clamp), so maybe I'm better off leaving well enough alone ... :confused:
 
If you can still get adjusted to be satisfied, no need to replace, the cable and ratchet are sold as a unit though. The self adjusting action does take some force to get it to pull out, I use a screw driver to dpress the tab as it is a little aquward to get a hand in to depress it some times, but if you can get it depressed and while it is depressed the cable slides back and fourth easy enough than I would think that it should self adjust.
