Is this my tv cable. Because its a little stretched out. Could it hinder my performance.

Yes, that is the TV cable. If it is not set correctly the shift points will be off and can easily fry the transmission. It sets the line pressure in the trans.
A quick check of the adjustment is to hold the throttle wide open and see if there is any slack in the cable. Can do that by pushing down on the cable about halfway between the bracket and throttle body. There should be no play or slack in the cable.
