I never sold a tag myself for the very reason of car thiefs would make it easy to swap & have a real Gn with a clean vin.I don't think that is even legal.

In Illinois a car that is suspected of being tagged would get impounded and sent for a confidential VIN check. Thats where they will take the car apart to verify if possible what exactly is the deal with the car. I saw that done to a Volkswagen Minivan and lets just say I was blown away to find the secret vin location. Not sure where the Gbody stuff is.

It's illegal everywhere to re-tag a vehicle, but is it illegal to sell a tag? Not sure that it is.

The collision with a parked vehicle in the CarFax is inconsistent with the 'hit-n-run' story in the ad, but that's not illegal either.

I would think that it is probably legal (although unethical) to sell the VIN as long as he has a title in his name to go with it. It's what happens to the VIN under its new owner that could be illegal. If the new owner places the VIN on another car, that would definitely be illegal here in CA.
