vacuum line question

I've attached a picture showing the vacuum line that comes from the turbo compressor and actuator. It goes to a switch with two nipples and one doesn't have a line attached. What line should attach to it and where should it come from? The boost won't go over 10 psi at wot and I'm hoping this is the problem.

That's the stock boost controler. One side is suppose to be open. Do you have an adjustable wastegate?
 
No I have the stock wastegate. It doesn't seem like there is any vacuum with the one open. Do you know of a good place to get an adjustable wastegate?

Dabigguy is correct.
The other port in your picture should be vented to atmosphere. From the factory, it had a small foam block that pushed over the unused nipple.

Depending on which turbo you have, we sell adjustable wastegate actuators for various Buick turbos.
We are also running a September sale on them as well.
Normal retail is $81.99, the actuators are currently $73.99 until the end of the month of Sept.
If you have a stock turbo, you would need an actuator with no extra bracket welded to it. In either standard spring rate or heavy duty spring rate.

If those hoses have any leaks, it could cause boost issues. As well if your actuator is leaking could cause the same issues. What chip are you running? And are there any leaks in the headers, before the inlet of the turbo?

there's a foam filter that is supposed to be attached to that port. Kirban's sells them and they are cheap.
