I wentr to the track last night and I ran a new best of 13.496 @100.33 mph with a 2.1 short time(accidently in OD) but I did notice it wasnt pulling as hard at the toip of each gear(around 4600+ rpm). Does this mean I need new valve springs? If so what can I expect from them? How much of a performance increase can I expect? Will I be able to notice a difference in them? Thanks for your time and help!
 
My car did the same thing, I actually had to lift a little to get it to shift into second. The new valve springs - I used Comp Cams 980s without the cup - were one of the best seat of the pants mods I made. Now the car pulls up to the shift point.
If your springs are old, replace them!
 
Changed my valve springs 2 years ago when the car had 20,000 miles on it and gained 2 mph also...low mileage means nothing as far as spring longivity...its the 15+ years of being compressed/uncompressed that takes its toll on these things.

Valve springs are definitely one of the biggest possibilties with your description. Was the Scanmaster showing 0.0° of knock when the car fell down at 4600rpm? If all was good, then the springs are an excellent place to start. Comp 980's seem to be a popular choice these days and work well.
