Vent air troubleshooting

When I cycle my vent switch on my climate control panel in the car sometimes vent air comes on, and sometimes it does not. It is intermittent. Is there anything that I can look at before I change the whole panel itself?

Most cars I've dealt with when you switch it to bi level the vent fan will come on. It's just a position over from where it should be.
