Was there ever an ECM recall on our cars?

I never heard of it, but according to this eBayer:

I had the brake accumulator and switch replaced, but ignored the ECM recall(EPA mandated a recall because the emssions were exceded, GM was to put a de-tuned chip in place of factory one)

There was a recall on the chip in the Ecm but. I believe it was related to start up fuel or something like that. It didn't affect WOT performance

Anyone know the number on the pre-recall chip? I bet my parts car still has one.

I know I had one of both back when I used the stock ecm..
Wouldn't know how to tell them apart now..
