Seems that its working fine to me.
The one going to the turbo will leak, and the wastegate works UNDER PRESSURE, BOOST that is makes the wastegate arm go out.
Read this twice...
You are doing the test incorrectly, you need to know that when the car goes into boost, it puts pressure to the wastegate to OPEN the swing arm to lower the boost, not vacuum.
What exactly is the problem with the car?
If you want to lower the boost, which i highly suggest so you dont blow the headgaskets, is take a 7/32 hose from the silver side of the turbo(compressor) to the wastegate(knob with arm) this will lower the boost and keep it from blowing up, depending on what kind of scan tool you have and what type of fuel you are running.
