Wastegate Problem?

I have Greddy Profec B Spec II boost controller, internal wastegate (14lbs), GT6776S Turbo. I have it set to around 2.20% on the set gain but for some reason it keeps going to 22lbs (where I have it set to) and then dips back down immediately to 20lbs and holds there. Could it be a problem with my wastegate?

I have been seriously considering a manual boost controller. What are some good brands?
