Wastegate trouble?

My friend just put an T-61 turbo on his car. The trouble is the boost is running wild. He has an Delta Gate on his car and he had a stage 3 turbo on it before and it controlled the boost fine. I wonder if the waste gate is out of what it's capable of. He took it off and checked it out and cleaned it. Any advice would be heplful.

I had a simaler problem with my external gate when I swithched turbos. My problem turned out to be the waste gate "hole" on the turbo. I had cottons port it and it works awsome now. Before it was ported the boost was out of control. Hope that helps...
