Is it necessary to keep the water line going to the plenum? The manual says its for winter starting or something of that nature. If it needs cooling I'll put the air pump back on and run it through there (air). In the front out the back lol.
 
It's not for cooling the plenum. It heats the plenum. If the plenum is cold and the ambient air is cold, the fuel will condense (puddle) under the carb and cause an off idle bog.

It can't be for winter starting, the coolant is cold at start up. In 1982 they routed EGR thru the plenum for faster heating.
