weird fan problem

hey guys I tried looking this up on the board and its very broad to search for or narrow down

here is the problem

the fans do not run when the ignition is on or when the car is running (it gets to hot so I dont drive it)

however they both run when the car is off or the ignition is off

any idea what this is
is it one of the relays or maybe a wire somewhere?
