It would depend on who did the final machineing on the crank. I bought 1 from Moldex a few years ago that WAS NOT. I had it knurled locally. Only way I could stop the rear main seal from leaking. Had the engine in and out 3 times that winter.
I think Lee's answer is probably most accurate. I can say that the ones I've had weren't knurled. Most of them are machined for a BBC seal dia. from what I've seen too.
