What does it take to set up a forum like this with lower traffic?

Hi all!

I would like to start a community forum with this same format. I know it won't get near the traffic this one does, but I was wondering what it would take to get set up as far as software, server, webspace, etc.

I have no idea what I am doing so, can someone lay it out for me?

Just to clarify... I do NOT want to start another TR forum.

I want to do a local community forum where people can post what they want. We have had a few go up during an attempted new city incorporation and one that is run by a realator. But niether were put together well at all and the one that is still active has many problems, the main thing being that the owners scrutinize EVERY post and it takes 2 or 3 days for it to show.

I don't want to try and make any money off of this, I just want to fill a need for my community. I actually plan on funding it out of pocket, but I think there is enough interest here for it to fund itself after start up.

Please anyone.... help?

Here is some info.

Basically you need vBulletin at $160 and a hosting service that can be under $10 per month. They offer installation service for $135 but I don't know if that is for a hosted solution (it reads "on your server"). Many ISPs provide limited hosting as part of the package, but may not include the requisite PHP and MySQL services.

I don't have any first hand experience, but I was wondering the same thing so your post seeded my own research.
