Weight savings with alum reinforcements is substantial! Had pictures of them on a scale but can't find them right now. BELIEVE it was almost 40 lbs weight savings when using both.
I have installed front filler panels without removing the bumpers. Loosen the bumpers to gain some clearance. You do have to be careful to not scratch the finish on the filler panels. Taking bumpers off works well also, but takes more time.
When I did my old 84 I didn't remove the bumper or loosen any bolts. Just slid them up under (IIRC) and bolted them in, then painted them later. They came out well.
