What is this leftover part?

I had the intake off, and the timing cover off. Now the timing cover is back on, and I was cleaning the intake and this thing fell off from somewhere. I am sure someone knows what this does. I decided not to go further until I figured out where this thing goes.

If it fell from someplace it must of fell out of your pocket or off a shelf as it isn't a Buick part. Really Iv'e never seen anything like it on a Turbo car.

Hah, ok. I figured that was a possibility. My roommate may have tossed this from the garage floor into the box where I had the intake stored.
