whats up with the positive fin angle non l/u convertors

I hear about the positive fin angle non l/u convertors.

Any feedback would be great ,pro, cons, etc.

Better ET with a minimal drop in MPH when along side a equivalent l/u with the same stall speed i heard one vendor say.
