Wheel Spacers for Rear Drums....In Front or Behind? HELP!

Novice question, but using wheel spacers on rear wheels on my 87 GN....do these go in front of of the drum cover or remove the drum cover and place behind it???? Any help is greatly appreciated!

Note - Placed Wilwood front brakes on and and they blew the wheels out some. Using spacers to try balance out the look.

Outside of drum.

outside- if you put them behind the drum, then the shoes won't properly hit the drum.
