when and when NOT to lock torque converter?

To take a little of the loss of a 2800 stall converter on top end and get some more pull, where would I throw the switch? ? third gear onset, is it ok to hold the converter in through the 3-4 shift?

I know that it has been said that manually locking up the torque converter will casuse more wear and tear, but will a occasional burst now and then should hurt things not to much I'm hoping !
