Won't shift down to first!

If I do normal street driving everything is OK. But if I give it a few WOT blasts tranny wont shift down to first. Does not happen all the time, What could this be? Thanks in advanced

A sticky TV valve could be causing maximum line pressure even when you come to a stop. That can cause the 1-2 shift valve to stay in the 2nd gear position.

A line pressure test can tell you if that's what's happening.
