I noticed the last few times I have been data-logging that when I first go WOT I am seeing a TPS reading of 82%, which is fine. For some reason as the rpms go up the TPS reading falls to 79% with the pedal still to the floor.

Does dropping under 80% have any ill-effect on anything while going WOT?

The TPS position won't matter for WOT (unless you're in Alpha-N mode).

However I am curious why the TPS is closing! I wonder if the throttle is being forced shut because of some pressure or something. Is your throttle opening all they way? A visual check (w/ engine off) could double-check you.

I think that in order for you to get into clear flood mode, you have to go over 85 on the TPS.

Clear flood mode happens over 80%, and only during cranking. It really shouldn't have any impact on how the car runs in speed/density mode, but it quite interesting why the value would decrease with RPM. I also wonder if you are sucking the throttle body shut at higher RPM?
