tubes are "recommended" for all slick type tires because the sidewalls are porous......a lot of folks get away not running tubes just by adding air regularly
regarding 28X10 slicks........until you are running low 1.4 60' times a 28X9 slick is all the tire you need.......they are much easier to fit
ps: I use 28X9 and run high 1.4x-low 1.5x 60' times and I am not traction limited (tbrake launces at 15+ lbs.....)

no, 28x9's are about 27.5 tall.....8"rim with 4" bs will clear everything with no rolling or notching
