I don't know for sure but. I have a 1969 Camaro SS/RS 396. It's got the M-21 factory in it as well. When I asked the same question years ago on the Camaro boards I was told that GM put the M-21's in lighter cars. With a high HP engine, low 4.10 gears and a light car, you didn't need the low first gear of the M-22. This was typically put in the Chevelle’s and other heavier cars. I don't know if it's accurate but I like the M-21 in mine. If I only had a 5th gear I'd really be happy. 3200 RPM's at 60 MPH in a 35-year old big block on a hot summer day is no fun.... Can't really use it around town much but it's a blast to drive and always turns heads, lots of fun!
