84 Regal #2cyl no compression gassed plug

my 84 non turbo Regal started running bad today at idle. checked plugs and #2 was gas fouled so I changed it and it Fouled it again. so I checked compression and it has none. I can also her a popping noise coming from carb when I give it gas. I pulled valve cover to make sure rocker arms were moving as normal and they were.
So whats the next step valve spring change out or pull head?

If you have a leak down tester, or a way to get air into the cylinder, you will probably hear air coming out through the intake valve into the carb if the valve is not seating. A broken intake valve spring would also do it, but you should be able to see it with the valve cover off. Popping back through the intake can also be an exhaust valve that is not opening, a bad exhaust cam lobe, or bent push rod, but you said the valves are all moving the same? Another possibilty for the pop in the intake is a head gasket blown between cylinders, in which case you would have 2 cylinders down on compression.
