When i try to adjust my IAC with my otc4000e in normal mode, i have it to around 20-30counts, car runs good but my idle is a little high. When i use road mode, my idle is normal, but it shows 0 counts at idle and goes up to around 30 when i drive around and decelerate.

with the normal idle speed(road mode), car stutters when i hit the gas pedal and sounds like its missing.

why does my scantool show 0 counts in road mode at idle? but shows around 25counts when the idle is around 1100
 
I'm not familiar with the tool you're using or these "modes".
What's the TPS for each of these settings?

The IAC is a measure of the ECM's attempt to make the idle proper, and it's # is only useful when the TPS is in the range expected as idle. If your IAC count is more than 0 and your idle is high, I'll bet that the TPS isn't in the "idle range" and it thinks you're giving it a little bit of throttle.
IAC numbers while driving are irrelevant....i think.
 
I realized i have an 86 ecm and chip and i was telling the scanner it was an 85.
i am now getting a proper reading, tps is at 0.42, while the iac is bouncing around from 25 up to 40 and sometimes 60, idling in drive.

That sounds good although I've never checed it in drive.
What's it in park?
Is it still idling high?
