Two questions:
The ride height on my GN is maybe a inch low. The rear sags down just a bit maybe i'm being anal but I can tell the front looks higher than the rear. Should I replace the rear spings or can I get by with airbags to restore the height?
2nd question, the rear swaybar is broken on one end at the attaching point where it bolts up. Can I weld it back or will the spring steel just break again? Any thoughts, Thanks.

Welding spring steel is rarely successful...

...and even if it was, there would be a difference in temper from one side to the other. I'd say replace/upgrade it. Sagging springs are all too common on G bodies. I'd recommend a new set of Moog Cargo coils. Very reasonable cost, and excellent performance and durability. You could still add the airbag(s) for track use.
