Any deer hunters here?

I'm not a hunter but need a couple questions answered.. Would there ever be a need to chop off the head and all legs of a deer? Came across a disturbing scene while walking my dog down a dirt road that leads into the woods, a mutilated deer that was skinned but all the meat still there, its legs cut off and strewn around and its head cut off laying next to it, looks like some satanic ritual took place or something but want to make sure before I report it, also wondering who to report it to police or division of wildlife, I'm in Mass, thanks

Report it to the division of wildlife. Conservation officers actually have quite a bit of power.
