Car was listed on Ebay two weeks ago for 30k. Title to vehicle was held by financial institution with a balance of 28k is what the sellers description said.

I smell a RAT...............
Financial institutions don't grant auto loans for 28 year old cars and hold the title, only on newer cars.
You'd have to get a secured personal loan to buy an older car.
Smells mighty fishy...............
