anything supposed to be plugged into this?

Im going over the engine on my new car and trying to find the cause for a slight rough idle. Ive already found 2 vacuum leaks and that fixed so much of the problem. I plan on getting new plugs and wires this week as well.

I noticed on whatever sensor this is, it looks like its missing a vacuum line?

Waste gate solenoid. It had a little piece of sponge on there, once upon a time.

you can find the replacement from maybe Kirban or G-Body. I haven't run one on mine for 20+ years.

Kirban does have them. They come in a pack of three.

It's just a vent. Air goes out not in.. That's perfectly normal the way it is.

It's a vent. There is a rectangular sponge that goes there. No cap.

That cap will keep your boost down to the wastegate setting. With it in place the ECM can't raise it by pulsing the wastegate solenoid.

It'll definatly make a difference. Removing that cap by itself will probably shoot a head gasket out the side of your engine. Back off on the wastegate arm a few turns, remove the cap, then adjust the wastegate to get back to 25. Enjoy the faster spool.

On my car it seems like the one end goes to manifold pressure and the other goes to the vacuum block... Is that normal, is this part even needed?

it's not needed. It just raises boost above the wastegate setting and allows faster spool. If you've got both ports actually running to something, you've got some messed up stuff. Since you've got a port running to the vac block, somewhere under the hood there's a hose that needs to be there but isn't.
