Bad EGR controller?

On ocassion after making 12+lbs of boost, the vacuum hose to the EGR valve will pop off. The EGR valve itself is fine and works with vacuum. Does this mean that the vacuum block its hooked to isn't functioning properly? My understanding was that it was sort of like a check valve solenoid or something? Also failed emissions for NOx by .01. Im thinking the problems are related.

There should be a one way check valve in the vaccume line before the egr valve selonoid. If you have one make sure it is working correctly you should be able to blow through it towards the engine but not towards the egr selonoid.
