EGR not operating

I have been working on chasing "no EGR function". Per the Service Manual I have

- Stock chip, 30# injectors
- Gen3 Translator set correctly (for stock chips, 255gps)
- verified the valve is not stuck
- neutral safety switch is working correctly
- 18" vacuum at idle is present
- grounds are good
- there is circuitt continuity from ECM to EGR plug (and + & -)

Nothing out of the ordinary found, so then I swapped the ECM and EGR solenoid just for the heck of it, and I tried a different chip. After each swap I would get the car warmed up to 160+, and I was in BLM learn mode. Still nothing - always at 0% per Power Logger. What am I missing?

I don't think Power Logger shows correct EGR operation. My first smog I noticed this and thought it was why I was failing. The real reason was the previous owner gutted the cat. With a working cat, the car was crazy clean and passed easily. Under no conditions could I get PL to show that EGR was working - so either PL is lying or EGR has no significant impact on the sniffer.
 
I'll see if I can find my old TurboLink setup and plug that in.

Is this in preparation for a smog check, or coming out of a failed check?
 
Preparation. Checking to see that everything was functioning correctly.
