bad tps ?

cant get it set both ways when at idle set at .42 wot is 4.26 when set at wot 4.60 at idle it is .90 throttle is going all the way around and hitting the stop?
 
4.26v is high enough. That is considered wide open throttle by the computer. You can push the tps forward to increase the wot reading if you think it's necessary.
 
First things first, set WOT by pulling the sensor all the way forward as far as it will go. Tighten down both screws just enough to hold it in place. Now loosen the top screw a little, enough to to allow the nose(front) of the tps to be rotated up or down a little. Just use little "taps" to move it up or down to change the idle tps value. then tighten and recheck values.
