I have done a search and could not gather much info but what does it actually do and does it help spool a larger turbo .

Have you looked at the forums at Full Throttle and Speed? Mike has a lot of info posted there. Also, on Bob Bailey's site for the 2-step, I believe there is a video of Eric Marshall using the 2-step or it may be on Eric 's site. Been a while since I looked.

It limits engine torque so you can build boost against footbrake.
